Rwanda, South Korea Sign Police Cooperation Deal to Tackle Transnational Crime

Rwanda and South Korea have agreed to strengthen police cooperation through a new agreement covering transnational organised crime, information sharing, training and law enforcement expertise.

The Rwanda National Police (RNP) and the Korean National Police Agency (KNPA) signed the Memorandum of Understanding on Thursday, August 20, 2026, in Seoul, Republic of Korea.

The agreement was signed by Rwanda’s Inspector General of Police, Felix Namuhoranye, and the Commissioner General of the Korean National Police Agency, Yoo Jae-Sung.

Rwanda’s Ambassador to South Korea, Nkubito Manzi Bakuramutsa, witnessed the signing ceremony.

The MoU establishes a framework for the two police institutions to work more closely in addressing transnational organised crime, an area that increasingly requires cooperation between law enforcement agencies across national borders.

Under the agreement, the two sides will share relevant information, expertise and policing knowledge as part of efforts to strengthen their ability to respond to cross-border criminal activity.

The cooperation will also include training and other capacity-building programmes designed to improve the skills and capabilities of police officers in both countries.

Rwanda National Police said the agreement provides a formal framework for expanding cooperation between the two institutions and enhancing their respective policing capabilities.

The partnership comes as law enforcement agencies increasingly rely on international cooperation to address criminal activities that operate across borders, including organised crime networks that can move people, money and illicit goods between countries.

Through the new framework, Rwanda and South Korea will have an avenue for exchanging professional expertise and developing joint approaches to policing challenges of mutual interest.

The agreement also provides opportunities for officers from the two countries to benefit from each other’s experience and training programmes.

The signing in Seoul marks a new step in Rwanda’s efforts to expand international law enforcement cooperation while strengthening its engagement with South Korea in security and policing matters.
